Google said the best approach for when you allow others to syndicate and publish your content is to make them use the rel=canonical attribute, so Google knows where the source of the article is. Google Offering Searching Tips When It Can't Find Search Results
The folks at SEMRush spotted Google offering searches tips and tricks for searching when Google has no results to offer the searcher. We spotted Google doing something similar but not without giving that searcher any tips, instead just saying "Hmm... the results for your search don't seem very relevant" and then giving other search options.

Google: We Don't Generally Make Up URLs On Your Web Site
Google's John Mueller said on Twitter that generally Google will not make up URLs to index on your web site. So if you find weird parameters at the end of the URLs showing up in the Google index for your web site, Google probably found someone linking to that URL. Either you have some pages that link that way or someone on a third-party site does.
